I happened to observe the PCAST meeting in February from the gallery. Clearly there are some very bright scientific and academic minds serving on the group -- with some thoughtful ideas on tackling some tough challenges facing America (like how to tame healthcare costs.) 

But cybersecurity is something I doubt any of them, aside from Craig Mundia and Eric Schmidt, has any direct familiarty with, let alone what the federal government, including NIST, DOD, DHS, GSA (with FedRAMP) are doing. 

SANS's John Pescatore summed it well: "This report reads as being very disconnected from what the federal government is actually doing or has been doing, and what has worked or hasn't worked."

The business case
You offer some great examples, Mat, about the business case (of lack thereof) for many of the PCAST recommendations. But what seemed most damning to me was the quote from Sans Institute Director John Pescatore who said the report was "very disconnected from what the federal government is actually doing or has been doing." No one who has been following healthcare.gov fiasco can disagree with that.
